Neil Brown

Neil Brown is a strategy director, international lawyer and seagoing logistics commander. He is trained as a Naval Officer and a criminal lawyer, experienced in prosecuting, defending and judging at Courts Martial. He has served as a legal adviser to the UK's Senior Joint Commanders and tested on operations in International Humanitarian Law (the Law of Armed Conflict), International Human Rights Law and the Law of the Sea

Commodore Brown has extensive experience in the working of a department of state and government. He was the Director of the Royal Navy's Legal Service and the Director of the Royal Navy's multi-disciplinary strategy and policy staff. Furthermore, he is a Visiting Fellow at St Antony's Oxford, where he lectures and writes on the Law of the Sea and Command Responsibility and the Use of Force. He researches the geopolitical character of the oceans and the relationship between maritime security, state fragility, economic security and conflict prevention.  He is currently working on a cross-government strategy at the UK's Cabinet Office.

He has published on policy and strategy as well as legal matters in the following institutions: Aspen Institute, INTERPOL, International Institute for Strategic Studies, Euro-Asia Foundation, UN Office for Drugs and Crime, Oxford University, US Naval War College, Trinity College Dublin, UN, Greenwich Forum, Oxford University, Chatham House, International Institute for Humanitarian Law, Hull University, Edinburgh University, US Africa Command, RUSI, US Pacific Command.
