Public Sector Management (PD9)
Throughout this module, management principles and management practice are applied to diverse organisations. The relationship between philosophies of management and philosophies of public service are explored. Different characteristics of management and administration are examined, together with the relationship between managerial and administrative objectives, success criteria, decision-making, resource use, roles, attitudes, structure and process. Management function and role are differentiated on the basis of their implication for organisational patterning of power, authority and responsibility. The emphasis throughout is on the relevance of this material for contemporary public sector professionals. Topics will include risk; interdisciplinary working; strategic management; management of change; managing the mixed market; role of information technology; work re/structuring and staff retention; best value and quality assurance; front line management work and policy implementation; evaluation, inspection and regulation.
