Along with co-authors, Dr Helen Tilley and former colleagues Dr Andrew Connell and Dr Ananya Mukherjee from the Wales Centre for Public Policy (WCPP), part of Cardiff Business School, received the Regional Studies Policy Debates Best Paper Award 2024.

The paper, A place-based system? Regional policy levers and the UK’s productivity challenge, looks at whether UK regions have the policy levers they need to improve productivity, exploring the link between devolution and productivity.

"Stimulating productivity growth requires investment in regional and local governance institutions. To enable this, policy levers, decision-making powers and budgets are critical but in the UK these fall short of what is needed to make transformative policy interventions - systemic change is needed. In our paper we explore the challenges regions face and make suggestions for policy makers.”
Dr Helen Tilley Senior Research Fellow, Wales Centre for Public Policy

The paper was co-authored by Helen Tilley (Wales Centre for Public Policy), Jack Newman (University of Bristol), Charlotte Hoole (University of Birmingham), Andrew Connell (Wales Centre for Public Policy) and Ananya Mukherjee (Cardiff University).
