Elen's primary areas of expertise are in Environmental Law and Policy, with particular points of focus in the regulation of new technologies (e.g. nanotechnologies, synthetic biology). Her current work examines legal and policy responses to controversial energy technologies, such as the use of hydraulic fracturing ('fracking') to extract unconventional oil and gas.
Elen is a member of the Future Matters Collective, an interdisciplinary network of academics and arts-practitioners established to investigate society's relationship to the future and enable creative future-making in contexts of energy and environment, urban regeneration, and health and well-being. She is also part of the Environmental Justice Research Unit, a collaborative initiative between Law and Politics researchers at Cardiff University.

Elen's current research examines how law and legal institutions underpin transitions to a low carbon energy system. Her work focuses on the ways in which law organises and co-ordinates the UK’s energy transition through a study of the legal practices involved in the constitution of ‘governable futures’.
She has published articles in leading law journals, contributed chapters to major edited collections, and co-authored the market-leading textbook Environmental Law (9th edn, OUP 2017). She serves on the editorial boards of the Journal of Law & Society, and the Journal of Property, Planning & Environmental Law.
Supervision
Elen has supervised and examined PhDs on a range of areas of environmental law, risk regulation, housing policy, and the relationship between law and innovation.
