Adrian Roper is CEO of Cartrefi Cymru Co-operative, a not-for-profit multi-stakeholder co-operative that supports people with learning disabilities in Wales, to lead fulfilled lives at home and in the community. The organisation became a multi-stakeholder co-op in 2017, with a constitutional commitment to sharing power and building community.

During the seminar Adrian will set out the aspirations for social care under the Social Services and Well-being (Wales) Act 2014, with particular emphasis on three things:

  1. voice and control for the service user;
  2. well-being outcomes;
  3. prevention and sustainability.

He will review a range of organisational models against these aspirations and suggest which models are most aligned with their achievement. Finally, he will discuss the steps Cartrefi has taken to transform its governance and identity accordingly, highlighting both progress and challenges.
