Deborah Collins is Chief Operating Officer of Cardiff University, the member of the Executive Board responsible for the leadership, development and effective delivery of professional services across the University.

Deborah is also University Secretary and responsible for governance matters.

Deborah graduated with a BA in Jurisprudence from the University of Oxford in 1984 before qualifying as a solicitor and working for Clifford Chance.

Following a brief spell with an investment bank she embarked on her public service career joining the Government Legal Service (GLS) in 1991 where she held roles in a variety of departments, including being part of the negotiating team on the European Equality Directives.

In 2003 she was promoted to Director and acted as the GLS’s representative on a group of permanent secretaries and other senior civil servants who redesigned the professional development approach across government.

In 2007 she left the GLS to join Southwark Council as their Chief Legal Officer, responsible for law and governance, elections, community engagement, registrars and coroners.

In 2012, following a restructure, she took on the role of Strategic Director, Environment and Leisure where she was responsible for a wide range of front line services maintaining the public realm, leading on environmental sustainability, leisure, culture and community safety.
