Council is the governing body of the University. It has the ultimate power of decision in all matters affecting the University.
Council is the supreme authority of the University. It is responsible for the efficient management and conduct of the affairs of the University, including finances and property. The full terms of reference for the Council are detailed in Statute VII.
Council regularly conducts a review of its effectiveness and an action plan is developed from the review. The most recent external review was commissioned by Council from the Good Governance Institute and was undertaken in 2017. Download the report [920KB, PDF].
The University is a registered charity and Council acts as the Board of Trustees of the charity.
There are five meetings of Council each year, usually in October, December, February, May and July.
Council is made up of a majority of lay/independent members as well as staff and student members. Find out more about current members of Council.
Chair of Council
Professor Stuart Palmer, FREng, is a former Deputy Vice-Chancellor of the University of Warwick. He holds a BSc, PhD and DSc in Physics from the University of Sheffield and Honorary DSc from the University of Warwick.
Professor Palmer was appointed to Council on 2 December 2013. He is also a member of Academic Promotions Committee, Governance Committee and Remuneration Committee. Professor Palmer has also been appointed as a Trustee of the Cardiff University Pension Fund.
