Publics, Policy-Making and Democracy in the European Union: Regulating the Audiovisual Media Services Sector
In this study, I privilege the notion of publics and apply it to an analysis of audiovisual media policy-making in the European Union (EU). Specifically, the inquiry focuses on the participation of various publics in the EU policy-making process relating to the revision of the Television Without Frontiers Directive and the successful negotiation of a new Audiovisual Media Services Without Frontiers Directive. This investigation proceeds from the normative desire for a deepening of deliberative democracy in the EU.
