Writing a budget will help you determine how much you have to spend , and identify any shortfalls. You can then determine how you wish to tackle these, by cutting back in some areas or increasing your income.
Even with a budget plan it is easy to spend more than you expected. So monitor your spending to see where your money is going. Often simply doing this will keep your spending in check.
