In October 2008, I began a two-year Leverhulme Early Career Fellowship researching the role of sub-state legislatures in EU governance. This project will draw upon case studies from Germany, Spain and the UK. In addition to the Fellowship, I continue working with the University’s Wales Governance Centre and am currently teaching modules on the European Union and devolution and comparative territorial politics.
My research interests include:
- multi-level governance in the EU
- German politics, in particular the federal system and the current process of federal reform
- Pro-active engagement of sub-state authorities in domestic European policy formulation in comparative context
- devolution in the United Kingdom, particularly in Scotland and Wales
- the role of sub-state legislatures in this European policy formulation process and the constraints upon their participation.

Research
After completing my PhD, I worked for two years as a research fellow on a project “Multi-level Governance in the EU”, part of the Leverhulme Trust funded programme “Dynamics of Devolution”, headed by the Constitution Unit at University College London. After the conclusion of that project, I took up an appointment as an ESRC postdoctoral fellow, consolidating the work carried out during the course of my PhD and developing a new research interest on the place of sub-state legislatures in European policy-making.
Based upon this work, I am currently involved in developing a research agenda for examining the role of sub-state legislatures in EU policy-making with colleagues from the University of Manchester and the European Parliament. I am also researching coalition formation in the National Assembly for Wales following the May 2007 election.
Biography
Career Profile
I joined the School of European Studies at Cardiff University from the Institute of German Studies, part of the European Research Institute at the University of Birmingham. Having completed my PhD “Devolution and European policy-making in the United Kingdom: a comparative perspective” at Birmingham in 2002, I was appointed as a Research Fellow on a Leverhulme Trust funded project on “Multi-level governance in the EU”. After that project was completed, I held an ESRC post-doctoral fellowship for 12 months, furthering my research into the issue of the role of sub-state parliaments and assemblies in EU governance. Since joining Cardiff, I have been involved in developing a new research agenda for examining the place of parliaments in EU policy-making and have recently been awarded a Leverhulme Early Career Fellowship to continue this research.
