Silvio Berlusconi first became Prime Minister of Italy in 1994. The Economist declared him "unfit to govern". Now he is back for the third time - only two years after his second government was rejected by the electorate. What is going on? Is he the plutocrat that Italy needs in the era of globalised political economy? Or part of the challenge that the neo-plutocracy presents to democracy in the early twenty-first century?"
