Professor J Loughlin Position: Honorary Professor

Professor John Loughlin was Professor of European Politics in the Cardiff School of European Studies until 2010 and is currently a Fellow and Tutor at St Edmund’s College,Cambridge. He is also an adjunct professor of peace and conflict studies at the University of Umeå, Sweden. His areas of expertise are territorial governance – federalism, regionalism, local government and he has recently begun to carry out research on Religion and Politics.

Biography

Career profile

Professor Loughlin has a strong European background having read for his PhD at the European University Institute, Florence which he defended in 1987. He was Senior Lecturer in Public Administration at the University of Ulster (1985-1991), Associate Professor in Public Administration Rotterdam (1991-1995). From 1995 he has held the Chair of Politics at Cardiff University. He also held a Jean Monnet Chair in European Political Economy (1996-2001).

He is coordinator of the Advisory Group on Effective Decentralization, UN-HABITAT; a member of the Committee of Independent Experts on Regional and Local Democracy, Council of Europe (1999-present, Vice-President 2000-2003); chair of Committee of Experts on Regional and Local Democracy in the EU, Committee of the Regions (1997-8).

He directs an on-going reseach programme on ‘International Lessons in Regional and Local Governance’ for the Office of the Deputy Prime Minister and has produced several reports, including the international research for the Government’s Balance of Funding Review (2003) and for the Lyons Review into Local Government Finance (2005).  This work has been explicitly cited by the reports issued from these reviews and by House of Commons Select Committees. His work has also been cited in reports for the Scottish Parliament.

He is founder and was coordinator of the Standing Group on Regionalism of the European Consortium of Political Research until 2006.

He has been external examiner of PhD theses in the UK, Ireland, France, Sweden, Spain, Italy and Belgium. He was a member of the Committee of the Regions Selection Committee for the best PhD on regional and local issues (1997-9). He is or has been external examiner of post-graduate degrees in the following universities: Aberdeen, Bristol, Kent at Canterbury, Ulster.
